This report focuses on the identification of nearly 14 lakh ‘uncollectible’ voter enumeration (SIR) forms in West Bengal. According to the Election Commission, the number of these forms has risen from 10.33 lakh to over 13.29 lakh. The official statement cited in the bulletin explains that ‘these forms are uncollectible since the voters were either absent or they were duplicate votes. Some of them have permanently shifted and some of them are dead’. The bulletin, featuring insights from West Bengal’s Chief Electoral Officer Manoj Kumar Agarwal, notes that the figure is expected to increase as the process of updating the electoral rolls continues, with about 70% of the digitization of these forms completed so far.
