‘Vague, Can Be Misused’: Supreme Court Stays New UGC Norms, Flags Risk to Unity of India

Warning that the new rules could divide society and leave victims without remedies, the Supreme Court put the UGC’s 2026 equity regulations on hold, directing that the 2012 framework continue until the Centre reworks the law.

In a sharp interim order, the Supreme Court of India has stayed the UGC’s 2026 equity regulations, observing that the new norms are “vague” and could potentially be misused, risking social division within educational institutions. The court stressed that universities must reflect the unity and integrity of India, not deepen fault lines.

The bench warned that the proposed framework could leave affected individuals without adequate remedies and raise serious constitutional concerns. Until the Centre reworks the law, the Supreme Court has directed that the 2012 UGC framework will continue to govern institutions.
