Saudi Scraps 'Modern-Day Slavery': What An End To Kafala Means For 2.6 Million Indians | India Today

This special report focuses on Saudi Arabia’s decision to abolish its decades-old kafala sponsorship system, a landmark reform under Crown Prince Mohammed bin Salman’s Vision 2030 plan. Human rights groups had long described the system as a form of ‘modern-day slavery’ because it tied migrant workers’ legal status to their employers, who could confiscate passports and restrict their freedom to change jobs or leave the country. The reform, announced in June 2025, will impact around 13 million migrant workers, including more than 2.5 million Indians who form a major part of the Saudi workforce. Under the new contract-based framework, workers can now change jobs and exit the country without their employer’s consent and have greater access to legal protection. While this marks a significant step, the report notes that the exploitative system still persists in various forms in other Gulf nations.
