India’s Prime Minister Narendra Modi arrived in Moscow on Monday for a two-day visit, marking his first trip since Russia sent troops into Ukraine. The invasion has complicated the relationship between the long-time partners, pushing Russia closer to India’s rival, China. Putin welcomed Modi to his suburban residence of Novo-Ogaryovo, in the Moscow region. Modi was set to have dinner with Putin, followed by Kremlin talks on Tuesday. This visit marks Modi’s return to Russia since 2019, when he attended a forum in Vladivostok. The two leaders last met in September 2022 at a Shanghai Cooperation Organization summit in Uzbekistan.
Russia and India have maintained strong ties since the Cold War, with India’s importance growing as a key trading partner since the Ukraine invasion in February 2022. China and India have become major buyers of Russian oil following Western sanctions that restricted most markets from Russian exports. Currently, over 40% of India’s oil imports come from Russia.
However, the partnership has been strained as Russia has moved closer to China. Modi notably skipped last week’s Shanghai Cooperation Organization summit in Kazakhstan. Despite this, Modi aims to maintain close relations with Russia, a significant defence supplier for India. With Moscow’s arms industries focused on its military needs amid the Ukraine conflict, India has diversified its defence procurements, purchasing more from the US, Israel, France, and Italy.
