Finance Minister Nirmala Sitharaman said during the discussion on the Health Security and National Security Cess Bill, 2025 that earlier, under the old GST system, products like tobacco and other harmful goods had GST plus an extra compensation cess. Because of this, taxes could go as high as 88%, and were always above 40%. But with the new, improved GST system, the compensation cess has been removed, and now GST alone is capped at 40%.
