North Korean television released footage showing leader Kim Jong Un and senior officials touring flooded areas in the north-west by boat as they assessed the damage caused by heavy rains.
The footage showed Kim being helped down steps before taking a seat in a rigid inflatable boat with Premier Kim Tok Hun and top aide Jo Yong Won.
