She notes the regime ‘built a deep state’ with deeply layered institutions across military, judiciary, security, and revolutionary guards, enabling it to maintain institutional cohesiveness and prosecute war effectively. Moaveni states the regime ‘doesn’t look like it is in any danger of being toppled’ currently, having maintained internal order and leveraged control over the Strait of Hormuz. However, she warns of long-term challenges, noting the regime ‘faces a society and a population that it has ruptured with, that it massacred in January’ and confronts a ‘collapsed currency, a crisis of legitimacy’. On opposition leadership, Moaveni explains Reza Pahlavi, son of the last Shah, is the ‘most popular opposition leader’ representing ‘secularism, social freedoms, democracy’, despite lacking an organized network inside Iran. She observes most Iranians ‘want this system to be changed entirely’.
