An India Today investigation reveals the alarming ease with which materials for Improvised Explosive Devices (IEDs), such as ammonium nitrate and gelatin sticks, can be procured across India. In a discussion with host Gaurav C. Sawant, former DGP of Uttar Pradesh Dr. Vikram Singh, security expert PK Jain, and former Inspector General of Haryana Police Ranbir Sharma analyse the systemic collapse of regulatory and enforcement mechanisms. Dr. Vikram Singh stated it is a ‘cumulative failure. In fact, all the agencies, those who are supposed to regulate, those who are supposed to check, those who are supposed to have surveillance, nobody has done his job’. The panel examines the failure to implement the Ammonium Nitrate Rules, the role of the Petroleum and Explosive Safety Organization (PESO), and the lack of on-ground checks by local police and administration. The experts call for better coordination, stricter enforcement, robust intelligence gathering, and accountability to prevent the misuse of these easily available and dangerous substances.
