An India Today special investigation reveals significant failures in the Pradhan Mantri Kaushal Vikas Yojana (PMKVY) across Delhi, Rajasthan, and Gujarat. Following a December 2025 report by the Comptroller and Auditor General (CAG) flagging large-scale irregularities, the investigation found that many government-listed skill centres exist only on paper. In Delhi, centres in Alipur and Harinagar were found shut or non-existent, despite being listed on official helplines. In Jaipur, several centres had no mandate to run courses, while in Ahmedabad, a centre shown as operational on the official website had been closed for four months and converted into a hospital. Union Minister of State for Skill Development and Entrepreneurship Jayant Chaudhary informed the Rajya Sabha that FIRs have been filed against 41 centres following inspections of over 2,300 sites. The report highlights a ‘parallel NGO universe of frauds’ where funding was allegedly diverted without providing actual vocational training to the youth, leaving the ambitious flagship mission in jeopardy.
