The Ministry of Home Affairs has announced India’s new counter-terrorism policy called Prahaar , signifying zero tolerance for terror. The policy aims to comprehensively battle radical Islamist terror on ground, in minds, and on social media. Prahaar notes that violent extremists operating from foreign soil have hatched conspiracies to promote terrorism in India, with handlers from across the border using latest technologies including drones for facilitating terror activities in Punjab and Jammu and Kashmir. Terrorist groups are engaging organized criminal networks for logistics and recruitment, exemplified by the use of Dawood Ibrahim Kaskar’s gang in the 1993 Mumbai blast and smuggling networks in the Pathankot terror attack. The policy addresses technological challenges including encryption, dark web operations, and cryptocurrency usage that allow groups to operate anonymously. The acronym Prahar stands for Prevention, Response, Aggregating internal capacities, Human rights and rule of law, and Attenuating conditions that enable terrorism including radicalization pipelines.
