The discussion in the house proceeded amidst disruptions from the opposition. An amendment to refer the bill to a Select Committee was negated. During the proceedings, Dr. John Britas, who moved the amendment, stated, "I want to move the motion to protect this country from this." The motion to take the bill into consideration was subsequently adopted, clearing the way for a clause-by-clause review.
