On this special report, Lieutenant General K.J.S. Dhillon, former Director General of the Defence Intelligence Agency, discusses the procedural hurdles surrounding military memoirs. Addressing the delay in the publication of former Army Chief General M.M. Naravane’s book regarding the 2020 India-China standoff, Lt Gen Dhillon notes, ‘If the book has not been approved by the military authorities and it contains operational details which can jeopardize the national security… I don’t think it can be allowed to be published.’ He elaborates on the three-tier clearance process at Army Headquarters, involving manuscript review, collaborative edits, or withholding permission for sensitive content. Lt Gen Dhillon also clarifies the distinction between political higher direction for initiating war and the tactical autonomy of commanders on the ground once a conflict has joined. He references General Y.K. Joshi’s book ‘Who Dares Wins’ to explain that battle drills and sub-tactical decisions, such as tank positioning during the Kailash Range operations, do not require constant political clearance once engagement has begun.
