The Election Commission of India (ECI), led by Chief Election Commissioner Gyanesh Kumar and Election Commissioners Dr. Sukhbir Singh Sandhu and Dr. Vivek Joshi, has announced the second phase of its nationwide Special Intensive Revision (SIR) of electoral rolls. This initiative aims to create an accurate and error-free voter list by removing deceased, permanently shifted, and duplicate electors ahead of future elections. The process involves Booth Level Officers conducting door-to-door verification and linking current voters with electoral data from 2002-2004. Following a pilot phase in Bihar, which resulted in "zero appeals" and a "maximally pure" voter list, the exercise will now extend to 12 other states and Union Territories. During the press conference, officials addressed concerns regarding political backlash, particularly in West Bengal, where Trinamool Congress leaders have issued warnings about voter deletions. The Commission reiterated its stance that Aadhaar serves as proof of identity, not citizenship, a position previously presented to the Supreme Court. A draft roll is scheduled for publication on December 9, 2025, with the final voter list expected by February 7, 2026.
