This special report focuses on the Supreme Court’s decision to permit the use of green crackers in Delhi and the NCR for Diwali under strict regulations. The Court noted that ‘the complete ban on firecrackers has been blatantly violated by the citizens of Delhi NCR over the last few years.’ In a ruling described as a ‘test case’, the apex court has allowed the sale of QR-coded green crackers approved by the National Environmental Engineering Research Institute (NEERI) between October 18 and 21. However, bursting of these crackers is restricted to October 19 and 20, only between 6 a.m. to 7 a.m. and 8 p.m. to 10 p.m. This move attempts to strike a balance between festive traditions and environmental concerns, following previous blanket bans. The Central and State Pollution Control Boards have been directed to monitor air quality and submit a report.
