In an exclusive interview with India Today, A.S. Dulat, the former chief of the Research and Analysis Wing (RAW), addressed the allegations surrounding the Nikhil Gupta case and the alleged plot to assassinate Sikh separatist Gurpatwant Singh Pannun. Dullat expressed skepticism regarding the US Department of Justice’s findings, suggesting that Gupta might have been a ‘plant’ or a US agent all along. He firmly denied that India engages in extra-territorial assassinations, stating, ‘I don’t believe we have done these things,’ and emphasized that such operations would achieve nothing. Dullat contrasted the current allegations with past opportunities, noting that India never targeted figures like Syed Ali Shah Geelani or Dawood Ibrahim, despite their activities against the state. He maintained that a clear red line exists for the Indian government and that any such operation would require high-level political authorization, which he believes was not granted in this instance.
