Syria’s president is not attending; instead, its foreign minister is representing. Iraq is dominated by Shiite parties that are concerned about the past of the Syrian president, who was part of a Sunni militia group. Russia has also sent a message to the Arab League leaders that he invited them for the first Russia-Arab League summit in October later this year.
