A couple of days ago, when a tanker full of water drove into South Delhi’s Mehrauli, a troop of thirsty boys and men, armed with pipes and buckets rushed towards it. A big crowd of eager men, women, young and old, were already present at the spot with buckets and drums. It was a scene of chaos, a battle for water.
